1. The LP Gas Board Meeting called to order and welcome all by Chair, Greg Rynders.
2. A quorum is present.
3. Motion #1 – Approval of the minutes of the March 13, 2025 LP Gas Board meeting.
Motion to approve minutes by Tom Burkland. Second by: James Hoyt. Vote passed unanimously in favor.
4. Incident Reports: nothing to report
5. Report to the Board by Justin Cheever on the training by the Western Propane Association in Reno, NV. Justin highlighted new technologies such as an underground cathodic protection reporting system and new plastic composite piping for liquid transfer systems. They also discussed new regulator systems with replaceable cartridges. Justin reported they also gained new industry contacts. Keith Claybaker mentioned new meters on bobtail trucks that can ping propane levels in case of a rollover, although their cost might delay widespread adoption. Additionally, Justin noted that the Rocky Mountain Propane Association received a grant for first responder training, and PERC has new online training available. The State Fire Marshal’s prop is available to Rocky Mountain Propane Association for hands-on training.
6. Marcus Yockey, with assistance from Boyd Cook and team, presented updates to the liquid petroleum gas rule (R710-6-5). The revisions primarily involve updating antiquated terms and aligning the rule with current statutes, including clarifying definitions and sentence structures. Marcus noted the process for approval involves submitting it to Kim Gibbs, followed by a public comment period. A significant change involves the transition to electronic licensure, which necessitated removing certain requirements. Language regarding acceptable training in lieu of taking an exam was also updated. Another change was the removal of a provision for the board to issue penalties, clarifying that enforcement remains through statutory misdemeanors handled by the State Fire Marshal's office. LaNor Warby raised a concern about the lack of penalty provisions within the rule itself. Marcus clarified that statutory penalties still apply and are enforced by the State Fire Marshal's office.
LaNor Warby made a motion to approve the changes to R710-6-5. Motion was seconded by James Hoyt. Motion passed.
7. Report to the Board of Utah Legislative items, Ted Black, State Fire Marshal.
There are no legislative items to discuss. Ted commended the propane industry for its proactive approach to regulation over the years, leading to well-managed meetings and effective rules.
8. Old business: Greg Rynders asked for an update on the decals for propane dispensers. Justin stated they are at the printer.
9. New business: Keenan Price from the Attorney General’s office was introduced and he has been assigned to DPS.
10. Comments for Boyd Cook, by Ted Black, State Fire Marshal
Boyd Cook is retiring. Ted Black and other board members expressed their sincere gratitude and appreciation for Boyd Cook's many years of service to the propane industry and the State Fire Marshal's office, acknowledging his significant contributions and wishing him well in retirement. James Hoyt commended Boyd’s help and guidance. Matt Loe also offered thanks for Boyd’s years of service.

3. Motion #1 – Approval of the minutes for the June 12th, 2025 LP Gas Board meeting.
Motion to approve minutes by Tom Burkland. Second by: LaNor Warby. Vote passed unanimously in favor.
4. Incident Reports: 2 incidents reported by Justin Cheever. Incident 1 – Propane bobtail in Hatch, Utah reported 8/25/2025 at 3:45pm. Bobtail was struck by another vehicle traveling Southbound on Highway 89. No injuries reported, no loss of life reported, no loss of propane and both vehicles towed from the scene. Incident 2 – Installation of new underground tanks in Kanab Utah on 7/30/2025. Person installing the tanks bumped into the dome and broke the pressure relief valve, causing a leak. The power was shut off, the area was evacuated successfully, the leak was fixed with a wooden dowel, and the incident was handled properly. This resulted in a product loss of 200 gallons.
5. Report to the Board by Justin Cheever regarding the Rocky Mountain Propane fall meeting in Montana. This focused on training sessions for meter heads, underground cathodic protection, and vaporizers. Effective in 2026 all retail meters will be required to be temperature compensated and must be in compliance by 2030. Justin was voted as Utah’s representative for the Rocky Mountain Propane Association.

Propane is a flammable gas that is sometimes generically referred to as LP-Gas, LPG, or Liquefied Petroleum Gas. Propane gas can be found in a wide variety of industrial, commercial, and residential settings. As a fuel source, propane can be found in homes, in the workplace, in bulk transportation such as cargo tank trucks or rail cars, and as a fuel for motor vehicles.
